Hiring in Singapore? A Practical Guide for Employers

Singapore is where most regional hiring starts, and where it gets hardest. This guide sets out the talent landscape, the roles in demand across energy, data centre and engineering, and the work-pass realities a Singapore-based employer needs to plan around.

Why Hiring in Singapore Is Different

Singapore is a mature, well-regulated and expensive talent market. The professionals who carry energy, data centre and infrastructure projects here are experienced, well paid and rarely actively looking for work. Hiring is a search problem, not an advertising problem.

It is also a market shaped by work-pass policy. The balance between local and foreign talent is actively managed, and any senior hire can turn on eligibility as much as on capability.

For Singapore-headquartered employers, the island is usually a base for hiring into the wider ASEAN region. The first hires are often chosen to serve the whole region, not just the city.

Work-Pass Realities

Most foreign professionals in Singapore are hired on an Employment Pass (EP), assessed under the COMPASS points framework. COMPASS weighs a candidate's salary against local sector benchmarks, skills scarcity, qualifications and the hiring firm's local workforce diversity.

A Personalised Employment Pass exists for senior individual earners, and the S Pass covers mid-skilled roles subject to quota. Qualifying salary thresholds are revised periodically by the Ministry of Manpower.

We are not an immigration practice, but work-eligibility is part of how we screen. We confirm the current thresholds and category rules at the point of a search rather than quote figures that may be out of date, and we raise pass realities early so timelines hold.

Singapore as an ASEAN Base

For employers headquartered in Singapore or establishing a regional base here, the city is the launch point for hiring across ASEAN. We run searches into the neighbouring markets from the same practice, so a Singapore team and a regional team can be built against one consistent view of the market.

Where a cross-border hire is the better route, we cover the most active markets:

Questions Hiring Managers Ask

Can you help with Employment Pass and work-pass eligibility?
Work-eligibility is part of how we screen, particularly for cross-border hires. We flag pass realities early rather than at offer stage. We are not an immigration practice, but we ensure the people we put forward are realistic on eligibility, and we confirm current thresholds at the point of a search rather than quote figures that may be out of date.
Do you cover hiring outside Singapore?
Yes. SCG Partners recruit across the wider ASEAN region. Many Singapore-based engagements are the first step in a regional hiring plan, and we run searches into Malaysia, Indonesia, Vietnam, Thailand and the Philippines from the same practice.
Should we hire permanent or on contract?
It depends on the requirement. Permanent suits capability you need to retain; contract suits a defined scope such as a construction or commissioning phase. We give a straight view on which fits before a search begins, and there is no obligation in that conversation.
How do your fees work?
We keep fee structures off our website and confirm them in the first conversation, structured around whether you are hiring permanent, contract or on a retained basis.
How quickly can you deliver a shortlist?
Timelines depend on seniority, scarcity and market. We give you a realistic indication once we understand the role, and we will not quote a number we cannot stand behind.
